The HEC Need-Based Scholarship (NBS) is one of the most searched scholarships in Pakistan, and one of the most misunderstood. The key fact: you do not apply to HEC directly. HEC funds the programme, but each participating university runs its own round, sets its own dates and decides who gets the available slots.
What does it give you?
- Tuition support under HEC rules for the normal length of your programme, as long as you stay eligible
- A monthly stipend of Rs 6,000 for selected students, according to HEC rules reported by Pakistani media
Who can apply?
- Pakistani students enrolled at a public sector, HEC-recognised university
- Students admitted on open merit. HEC states that students who took admission on a self-finance basis are not eligible
- Students whose family shows real financial need, as judged by the university’s Institutional Scholarship Award Committee
- Students who keep the academic standing required to renew the award
We did not find one official national income ceiling, and some websites quote different figures. Ask your financial aid office for the number used at your university this year.
A current example: COMSATS Lahore
COMSATS University Islamabad, Lahore Campus opened HEC Need-Based Scholarship applications for Fall 2026 students with a deadline of 15 October 2026. Students enter data online and then submit a hard copy of the form with documents to the Students Financial Aid Office. Your university’s process may differ, so never rely on another campus’s date.
How to apply, step by step
- Visit your university’s Student Financial Aid Office (or website) and ask when the 2026-27 NBS round opens.
- Download the form from HEC’s Need-Based Scholarship page or collect it from the office.
- Fill every field. Write N/A where something does not apply.
- Attach your documents and submit before the university deadline.
- Wait for the committee decision and follow up politely if the list is delayed.
Documents commonly requested
- Admission letter or fee challan
- Parents’ CNICs and your B-form or CNIC
- Income proof such as salary slips, an income certificate or an affidavit
- Recent utility bills, plus a death or disability certificate if relevant
- Passport-size photographs and your previous academic result
Lists vary by university, so treat this as a guide only.
Tips to improve your chances
- Apply in your first semester, as soon as the form is announced.
- Keep documents clear, consistent and honest. A mismatch between papers can cancel an application.
